Menifee incorporated in 2008, which makes it one of the youngest cities in Riverside County — and it shows in the work. Compared with a Riverside or an Escondido, a much larger share of Menifee concrete is new concrete: foundations going onto engineered pads on lots that were dirt recently, rather than replacement work on fifty-year-old slabs.

That changes what a concrete contractor has to be good at. On a repair-heavy market you are good at demolition, matching and working around what is already there. On a new-construction market you are good at reading plans, holding elevations and hitting dates, because the trades behind you have already been scheduled around your pour.

Slab on grade is most of the work here

The slab on grade is the default foundation on a graded Menifee pad, and the way it goes wrong is boring and expensive: subgrade that was not properly prepped and compacted, a vapor barrier that got torn and never patched, reinforcement placed at the wrong height in the slab, joints cut late or in the wrong pattern, or finish elevations that drift.

None of that is exotic. All of it is caught by doing the prep as carefully as the pour and by verifying elevations against the engineer’s benchmark before the truck arrives instead of after. That is the whole discipline, and it is why our concrete foundations work is bid from the plans rather than off a walkthrough.

Custom home and ADU foundations

Not everything in Menifee is production. We build custom home foundations for one-off houses — owner-builders and general contractors including stem wall and raised foundations where the plan calls for them, with footing geometry, rebar schedule, anchor bolts, holdowns and penetrations all set to the drawing before anyone calls for concrete.

ADU foundations are a steady part of the Menifee mix. The concrete on a detached ADU is not the hard part; the hard part is everything that has to be true before the pour — pad location and setbacks, grading around the new structure, drainage that used to run through where the ADU now sits, and utility penetrations that have to be placed, not cored. We take the foundation scope so your ADU builder inherits a pad that is square, flat and where the plan put it. The bid assumes the pad is delivered at the grade the plans show.

Where drainage comes in

Menifee’s valley floor is comparatively flat, so concrete drainage is not on every job here the way it is in a hillside market like Fallbrook. But where a development steps up onto higher ground, or where a grading plan calls for interception at the top of a slope, the V-ditch or brow ditch is engineered infrastructure and gets built to the civil drawing: invert elevations, section, continuous positive flow, and a discharge point where the plan puts it.

How to read a Menifee bid from plans

We bid from your plans. The bid covers the scope described in it. We do not take a thin takeoff and rebuild the margin with extras once the forms are up, which is the single most common complaint builders have about incomplete foundation bids.

Two things change the bid, and only two. First, you change the work added square footage, a relocated wall, an upsized footing, a scope item that was not in the drawings we bid. Second, the grade does not match the plan: the pad as we find it is not the pad the plan drew, and bringing it to plan is work nobody bid. Either way it comes to you in writing, with the reason, before we build it.

Permits and inspections in Menifee

Menifee is incorporated, so plan check and inspection for work inside the city limits go through the City of Menifee. The owner or general contractor always pulls the building permit; Precision Set-Up Concrete never pulls permits and is never listed on the permit. We build to the permitted plans and schedule concrete around the pre-pour inspection rather than around our own convenience. Just outside the city, communities like Winchester are unincorporated Riverside County and go through the County instead — a distinction worth confirming early, because it affects your schedule more than it affects your concrete.

Frequently asked questions

Can you bid a Menifee foundation from plans?

Yes. Send the structural plans, foundation plan, soils report and grading plan and we bid from those. What the drawings cannot tell us is the condition of the pad on the day we arrive — which is why “the grade doesn’t match the plan” is one of the only two reasons a bid changes after it is issued.

We are a builder scheduling framing. How do you handle the pour date?

We work backwards from your framing start and forward from your inspection. The pour gets scheduled after the pre-pour inspection clears, not in the hope that it will, and we tell you which of those two dates is actually driving the schedule.

Do you build ADU foundations in Menifee?

Yes, and we take the foundation scope: forming, reinforcement, penetrations and the pour, plus drainage affected by the new structure. The bid assumes the pad is at the grade the plans show. That way the ADU contractor is not inheriting a partly-finished site.

What is the difference between a slab on grade and a stem wall foundation?

On a slab on grade the floor slab and footings are placed as one integrated system directly on prepared subgrade. A stem wall foundation has footings and short walls that carry the structure with the floor built on or between them. Which one your project gets is set by your structural engineer and the soils report — we build either.

Who pulls the building permit on a Menifee job?
